The Town That Dreaded Sundown (1976)

American International Pictures
Directed by Charles B. Pierce
My rating: 2 stars out of 4
IMDb
(Turner Classic Movies)

A hooded killer stalks teens on lover's lane in Texarkana, Arkansas, in the late 40s. In an attempt to be realistic it is presented in a documentary style. However, the narration is both distracting and unnecessary, while the amateur acting by locals is laughable. The killings are somewhat atmospheric, but tend to go on for too long. The lasting impression, though, is of the killer struggling to breath underneath that hood.
